Could be. The idea was sound for ouya but execution just wasn't there. Same problem with all these android gaming systems, although nvidias shield comes close to getting it right.

But are we being too harsh on OUYA? It's a 100 dollar console nothing more.
Also the past 12 months I haven't seen a single OUYA in either the UK, Belgium or Greece. If you can't get it distributed then don't make it.
