Well if you are serious about having a working C64 then a replacement PSU is your best bet. Even if your C64 is broken you can always buy a cheap one off of ebay or at a flea market that doesn't have a power supply. Kynrek recommended this particular ebay seller to me and it looks as if he has a pretty good deal on a trouble free new replacement power supply:

As for fixing your power supply the chances are you have an un-repairable one. If there are screws in it then yes you can take it apart and fix it there are tutorials online. The vast majority however are the black or white brick models that are designed to be impossible to take apart or repair. To be cheap Commodore even filled the thing with epoxy which makes it overheat and also impossible to repair.
